Hyperlink to .htm file in my web doesn't work

Hello,

I'm having troubles with hyperlinks in FrontPage 2002. My webpage was
links to external websites (ex: www/mlb.com) and to .htm files in my website.
The former links work, but links to my .htm files don't work; when I mouse
over them the file name appears, but when I click, zilcho. I've tried
absolute addresses, and relative addresses, but no luck. I should add that
the .htm files are in NN form, not IE; is there an incompatibility issue?
(How might I set IE to be my default browser?) Any suggestions are
appreciated.
