Hyperlinks don't work

I'm no longer able to click on hyperlinks in Outlook and be taken to that
page. I get the message stating:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.
I've done nothing special to my system and a google search has not helped
me. I run Norton AV and Zone Alarm Pro but these are not the problem.
How can this be changed,
