I am searching for lecture notes in legal studies template.
Would be grateful if some one has any material to help me prepare one, if
the template is not availble.

Can you be more specific? Are there specific fields you're looking for?
Help on changing the page size to "legal"?

Look at some of the templates that come with OneNote. You'll notice that
any fields are just text containers. You should be able to create your own
templates by placing your own containers wherever you want them.
