I am not able to send emails

I have tried a number of things. I have rebuilt my database, clicked on "use
same settings as recieving mail server" in accounts. To tell you the truth , I
don't even know what smtp stands for. Any information would be greatly
apprieciated.

Simple Mail Transfer Protocol.
It's the server you use to send mail (POP is Post Office Protocol and is used
to receive mail).

If you are lucky, the SMTP and the POP servers are the same. It's not always
the case though and on many sites you have to specify the address of the SMTP
server and cannot use the option of using the same server for both sending
and receiving. This applies even if you want to get your e-mail from another
domain (eg: get your e-mails from your home account) as most of the time, you
can get mail from any account but you can only send mail through the local
SMTP server (this is a measure that has been taken to limit the resources
spamers can use).

You should ask your ISP or Network administrator what the address of the SMTP
is.
