I cannot get rid of "Fun Tools" toolbar

Hello,

I happen to have Microsoft Office 2003 Standard Edition. In the Outlook
program I noticed that one of the toolbars in the "New Mail" screen is
called "Fun Tools". I cannot tell for sure, but this does not seem to be a
standard Microsoft toolbar. If I remove the toolbar from the "New Mail"
window, it comes back again after a while. The problem persists even after
re-installing Office.

Could anyone please tell me if they have had a similar problem?
