i cant register oneNote 2003 on internet,iam in kenya

when i purchased my laptop computer, it was preinstalled with microsoft xp
home edition that contained oneNote 2003 as my writing pad.iam requiered to
register the pad by either through internet or telephone.iam leaving in east
africa kenya and i would chose to register by internet. Even when iam
conected to the internet,i cant register no matter how many times i try. WHAT
DO I DO TO REGISTER MY PRODUCT?
