I click on Share my Contacts, the Permissions tab doesn't appear?

I am trying to share contacts across an MS Exchange Server, and on one of my
client PCs, in Outlook 2003, I am trying to share contacts from one user to
the other. When I click on "Share My Contacts" a box comes up, but does not
include a permissions tab. Any ideas why this is and how I could fix it?
