i discover that i cannot scroll in each part if i simply freeze panes. is
there another way i can create panes in worksheet that would allow me to
scroll in each pane independently?

For what do you want to use this feature? It's meant to keep some amount of
leftmost and/or topmost columns always visible. You scroll the remaining
part of sheet.

Try Window>New Window then Window>Arrange. I personally prefer "Vertical"
orientation.

It may do what you want (well, if you change it to Trues).

And I think that I've seen posts that this is built into xl2003. (but not sure)
