Sometimes a message submission server throws that error when it is expecting
authentication, and not getting it.

Sometimes it means you are not using the correct message submission server.

Your problem statement lacks sufficient detail to know which it is.

In the e-mail account that you defined in Outlook, enable authentication
on the SMTP (outgoing) mail server.
