I need to know how to create a formula that will determine the difference of
dates down to the exact number ie 17.6

To get that you need times as well as dates since dates entered as dates
will always be integers
(from midnight to midnight)

with start date time in A1 and end in B1

=INT(B1-A1)+MOD(B1-A1,1)

format as General
