I seek a free virtual keyboard download , for foreign alphabets

I hear that there are possibilities of displaying a choice of virtual
keyboards of vowels and other accented letters in a selection of languages
other than English. Has there been , or is there , such a facility in the
Microsoft armoury? If there is such an item , how does one download it?
