I send mail to someone but it's still in outbox (OutlookXP)

Hi
I have 3 problem for ask someone
1.I send mail by reply mail or fw to someone,sometime mail is in
outbox.Mail Cannnot send to recipient.Do you have any idea for fix it?I
install service pack 1 and 2 of officeXP.My OS is Windows2000 Professional
sp4.
2.I have 2 e-mail accout,first in exchange server 5.5,second in one
ISP.I check mail in ISP by pop3.I get mail from someone that send on behalf
of to me at ISP e-mail address by pop3 in LAN then I try reply and fw to him
with my account in exchange server service but I cannot send it.It's still
in outbox.If I connect to ISP and reply that mail,it's work.Do you have any
idea for fix it.
3.In sometime I get Windows popup Requesting data from Microsoft
Exchange Server.What does it mean?Can I fix it?
