I want to identify the level of competency of my associates

I have been tasked with identifying the levels of competency of my fellow
associates.

Is there a check list that would identify to us what we should be able to
succesfully accomplish if we were at a Basic, Intermediate, or Avanced level
of competency.

I am aware of the various certification programs and I will identify them in
my final presentation. But if someone could direct me to the guidelines for
identifying the required proficiencies, it would save me from reinventing the
wheel.

other Microsoft applications, so I am referencing:

Outlook
Info Path

I can think of dozens of responses and chances are none of them are what Dr.
