Is there a way to increase the size of the icons in the toolbar (e.g., mail, address book, new, reply, forward, delete, etc.)?

You would need to address this via the Finder. This was discussed on the

Open Entourage - in your menu bar go to View > Customize Toolbar

Make sure the box is not checked next too USE SMALL ICONS
