IE links don't work win Outlook 2003

This is an odd one. I recently converted a user to Outlook, but when
he clicks on a link in a message, it pulls up one window with his home
page and another which is totally blank - but he can't get to the page
the link is directing him to.

I verified that IE7 is the default browser - both in IE7 and under
start- set program access and defaults.

Any ideas?
