IF formula

when I am using the IF function using a NOT formula (I am
trying to see if a number (account) from 1 worksheet
appears on another worksheet)
1)the formula cannot work if there are blank cells
anywhere in the row I am searching
2) the answer will only be correct if the result cell is
within 1 cell of the original cell
any ideas?????
