I'll try to explain this
I have a value in Cell A either <25.01, <1000.01 or >1000.00 If the value in
A returns true to <25.01 then Cell B value = A*.0325, if the value in A
returns true to <1000.01 then Cell B Value=A*.02, and if the last value
returns true then B=A*.01
How do I write this?

Your second and third tests are redundant. Replace the second test with
<=1000. Once done, the third test will necessarily be true if the
second is false. It's a mathematical necessity. So, try

=A*IF(A<=25,0.0325,IF(A<=1000,0.02,0.01))
