If/Then formula looking at fallouts not between 0 to 1

Hi,

I'm trying to develop a function to return an statement that does
meets a certain criteria.See below:

if the number is >= zero and <=1, "statement 1"
then "statement 2".

i will be looking at time fields to determine if tow certain tasks
were completed within 1hr but not prior to.
