I need to create an if-then statement in an excel

spreadsheet for student evaluations.

I need it to say that if there is a student name in cell

C7 then there must be a comment in F7.

In English, the formula would read, "If C7 has a name in it then F7 must have a comment, otherwise F7 is blank" I just need to know how to write this in Excelese
