Image size in FrontPage

I am trying to create html webpages with very small
images in order to send them in newsletters etc. via
email. I see SPAM that has images sizes around 3k. I am
not able to do this at all. Is there any trick to shrink
files to this size, any specific software that works best
etc. I am able to use Photoshop and PaintShop Pro to
shrink files but no where near the 3k size with any
decent resolution. Any suggestions would be appreciated.
