import from MS Access - phone number error

When importing Access file to Outlook 2003 contacts using wizard, phone number fields without area code in source have default area code inserted in the outlook contact, i.e. 555-5555 in Access becomes 222-555-5555. This is happens for all numbers in all phone fields.
