Importing Rules, Tool Bar, Settings, etc after HD failure

Is it possible to import the above items in Outlook from
a PST(? - the Outlook backup) file? I was able to
restore my Email, Calendar, Contacts & Tasks...it seems
odd these other items would not also be automatically
imported when importing the other items.
Thanks for any assistance.

Rules have to be exported separately since they are stored in a rwz file not
the pst
The toolbar would include backing up views.dat and outcmd.dat (note this may
not be able to configured once again)
Email account settings may or may not be able to backup depending upon your
version of Outlook.
