Importing Values to Enterprise Custom Text Field

I am trying to replace an enterprise custom field (text) that has no
set values with a value list, but I want the values to come from an
import (they will be charge numbers for tasks that schedule builders
will have to select) rather than typing them one by one into the
custom field. We are obviously using Project Server, so I was trying
to import the value list to the enterprise global to allow these new
values to 'refresh' for individual schedule builders. This seems like
a natural application of the import value list, but I am finding that
when I select the field (i.e.: text 1) in the 'to be imported from'
project, I receive no imported values. Similarly, if I add the values to
the global directly in a field (i.e.text 1), the import
does not work.
I have a feeling this is not a failing in Project, but a failing in my
understanding of what can be done with imported fields. Taking all
suggestions. Thanks in advance.

The value list must actually exist in a value list in another field before
you can import it. You cannot import the value list from the values already
entered by users. So, at this point you simply need to collect and enter
the values in the vlaue list. Sorry.

Thanks Much Dale. Certianly no need to say 'sorry'--it helps just having a
confirmation of the behavior I was seeing. I suspected that this was not
possible when the import was unsuccessful in my tests.
