Improvements to Outlook e-mail encryption and signing

1. Outlook allows the user to configure a default set of certificates to use
for signing and encrypting messages; however, Outlook doesn't warn the user
if an invalid set of certificates are selected and will use a different
"valid" certificate without informing the user. This happens if a user
configures a default certificate that isn't issued to the user's e-mail
address and the user has a certificate associated with their e-mail in their
certificate store. Outlook will use the cert associated with the e-mail
address for all outbound security operations, even though it has not been
configured. This should not happen.

2. Outlook should provide the option to configure a certificate for each
e-mail account.

3. Outlook should provide encryption/signing options on a per contact
basis, rather than a global on/off option.
