In coming hyperlinks don't work

have just installed Office 2003 in Windows XP. Now when I
receive an email with a hyperlink in it the following
message cones up:

"this operation has been cancled due to restrictions in
effect on this computer. Please contact your system
adiministrater."


I am the so called sys admin. How do I get the incoming
hyperlinks to work?
