In Outlook 2003 I cannot create new "contacts" folder - was this .

I remember from previous Outlooks that I was able to create other "contacts"
folders - either as a subfolder of "Contacts" or a totally separate folder
(of "contacts" type). That way I was able to totally separate various
contacts - private, business, others.
Outlook 2003 does not allow me to do that.
Am I doing something wrong or this feature was taken out?
