inbox folder access denied

I am getting an "access denied" statement after this:
C:/windows/localsettings/applicationsdata/microsoft/outlook
/outlook.pst could not be accessed.
All other features such as calendar, contacts seem to be
OK.
I use Outlook 2000 which came as a part of MS Office 2000
Professional. I have tried reloading disk, rebooting etc.
No luck. I need help. Thanks, Con Rice
