Include entire message in Reply

I have this checked and want it to include the message in the Reply.
However, this preference doesn't
"stick" or is not remembered. What could I be doing wrong if I am
clicking on OK and not "cancel"? This was working for a few weeks. I
don't think that I have changed anything. It just stopped working
correctly.

Suggestions?

if you have any text selected, it will only include the selected text,
not the whole message.
