Inconsistent contacts

I have an installation of Outlook 2003 on a Windows 2000 machine. When
sending an e-mail using the personal contacts list (not the global address
list) from the drop down list some contacts appear missing. When I select
the contacts list from the icon under the folders list those contacts are
there. In the dropdown list there is only one contacts list option so I
believe they are one and the same. Any ideas why there would be the
differences?

The address book will not list those contacts that do not have electronic
addresses.

Contacts that do not have valid, resolved electronic addresses will not
appear in the Address Book view. Examine a Contact that does not appear and
see if the electronic address is valid and resolved.
