increase size of buffer in microsoft outlook for video's

Just switched from outlook express and XP to Vista and Outlook. The video's
no longer download before playing, now they start and stop as it needs to
download the next 10 seconds to play. can't see where I can tell it to buffer
before trying to play. Using outlook because window's mail won't connect on
either one of my Dell XPS 410's One came with Vista and I just upgraded the
second one and neither works with mail but outlook connects just fine except
for the video

I don't see what Outlook had to do with playing video. Outlook doesn't do
the video playback.
