Is there any global way to check if sounds in a Powerpoint are "linked" or
"contained in the presentation" in a list form, rather than by clicking on
each slide and getting the properties one at a time?

Remembering that setting for this when authoring in PowerPoint is in
"Tools>Options>General>Link sounds with filesize greater than xxxx kb", so
it's quite likely that the author is unaware of the threshold they are
operating, resulting in some of their inserted sounds being embedded and
others being linked.

Separation of the .ppt file from its media then results in unexplained "no
plays".

WAV files unless they are larger than set in Tools, Options, General will be
embedded. All other sound files will be linked
