Insert IMG tag into HTML e-mail

I would like to add an IMG tag to an HTML e-mail, such
that the readers' environment (if so configured) will go
to the URL and download the current image. I've mucked
about a bit with an HTML signature file, but it seems
that in that case the image file is downloaded only once
at my end, and then sent along with the message.

Is this possible with Outlook 2003?
