Home Publisher had a function that allowed a person to enter a group of people
with their birthday(special occasions) and automatically insert their names

appropriate date automatically

Can Publisher 2003 do this and how?

Home Publisher and Publisher are two very different kettles of fish. Home
Publisher was geared towards the home user who did things like make birthday
cards, gift tags, etc.

Publisher is a business application (though, obviously, home users are also
able to make use of it) and, consequently, MS didn't think a business user
would have need of such a function (well, why would they).

So, in short, the answer is 'no'.
