Installation customization help.

I am trying to change the following Outlook 2002 settings
for ALL USERS on a Windows XP Pro system.

Set editor to Rich Text and do not use Word as e-mail
editor.

Empty deleted items on exit.

Disable Instant Messaging in Outlook.

I have already changed the .mst but a un/reinstall
doesn't get it done. I have also found the registry keys
in HKCU, but placing them in HKU\.DEFAULT has no effect
on new users that logon.

Any ideas?
