Integrated training solution?

I was wondering if Microsoft makes an integrated training system
solution, or maybe an Acess template that would work.

My issue is this:
My company is wanting to streamline our documentation control system,
and looking at a fully automated solutoin (like IQS and MasterControl) is
waaay to pricey for us right now. The sales representative at MasterControl
suggested a program made by Microsoft, but did not know the name.
The program/template would need to eventually allow the user to pull up
an employee name or ID number and show all the training courses that
individual has completed and what courses they need to complete based on job
description. I can sit down and pound this out myself in Acess, but I wanted
to see if anything was already out there to save me the time and effort.

however, based on the criterions,
it is childs play in MSAccess.
