Interface language in Outlook

Dear all,
I'm a technician in an enterprise. I found that some users in a domain
can have a different interface language. For example, Normally all user are
english interface but User A login can have a Chinese interface. I want to
set up this interface language depends on different users. Can anyone know
how to do?
