Internal e-mail

How do i get the "mail services" tab in the tools,options
window, so that i can reconfiger e-mail to work as a
workgroup, small office, insted of simply e-mail.
I want to be able to forwrd e-mail to people in my post
box. i am running windowsXP and officeXp.
HELP! Please
