Internet Explorer 6 and Outlook 2002

When I click on a link in Outlook email, it fails to
connect with the web address. Instead, it looks in My
Documents for an exe. file. I get a blank home page from
my cable modem (Charter) connection. Charter offers no
solution but says it is a problem with Internet
Explorer. What can I do?

Browse to IEXPLORE.EXE when it asks for an exe file. This should only happen
once.
