Is it a bug?

Hello Experts,
I have Excel 97 Pro on Win98SE.

I had almost forgot it but has happened about three minutes ago.

Sometimes, any kind of cell formatting causes following error:

Sometimes deletion of Excel related files and folders from C:\WINDOWS\TEMP
removes the problem and sometimes PC needs to be restarted.
What is the cause of this error?
Is it some kind of bug?
