Is it possible to add art to picture?

I have copied a picture into a publisher document and then attempted to ct
and paste a Christmas hat onto the picture. This then deletes the first
picture and I cannot figure out how to put the hat on top of the picture vs.
replacing the picture. Can anyone help?

Hi,

Make sure you have de-selected the first picture. Then paste the hat and
move it over to the picture where you want to place it. (You might have to
bring it to the front.)

You also might have to make the background of the hat clip transparent.
