is it possible to create 11X17 folded in half publications

All the brochure layouts in Publisher seem to be 3 or four panel. Is it
possible to create a 8.5 x11 inch brochure folded from an 11 X 17 sheet?

Sure, just get creative.
What version Publisher are you using?
Setup your printer to 11 x 17, then setup your page. If you use a brochure wizard all
the objects will have to be enlarged.
