No. You can put the Publisher document into a zip file and encrypt the file.
There are various other methods if you simply don't want someone to edit it.

file, properties, click hidden.

I concur with the suggestions to convert the file to PDF, using one of many
free- and shareware programs available, especially if the people with whom
you are sharing it don't have the same or a later version of Publisher as
yours.
