We have 2 'public' calanders holding bookings for two
meeting rooms. This is Staff to book in thier meetings,
however at times Reception need to move these
appointments. Until now this has involved telling the
member of staff and they have to redo their own
appointment.

Is it possible for Reception to be given permissions to do
this and then manually send an email illustrating the
changes to the staff member?

Yes, the folder owner can modify rights to give some users permission to do anything with any item.
