is there a layer window in publisher?

I'm using publisher 2003.
It is very difficult to select or rearrange the order of objects when they
are the same size one on top of the other.
Is there a way to open a window to display "layers/objects" like in other
graphics apps?

A work-around is to group a small thing with a "handle" off the page

....you can grab the handle to move it without having to keep sending things
to the back.

No, but a layers type toolbar wouldn't be a bad idea.

Is there a wish list forum? I'd like to propose adding a layers window.

That would require Publisher to introduce the concept of layers, too. I
definitely wouldn't mind that, but some might.

And no, I don't use Publisher as a graphics program. I may have three items
stacked on top of each other but that's really about it.

My bad.
Call it an objects windows, where users can select and rearrange orders of
objects easily. Being able to temporarily turn off some objects to see the
other stuff behind it would be useful too.
