is there an addin to pop a notify dialog based on email filters

I want to know when an email from a certain person arrives. Is there a
plugin that will do this?

Outlook's rules wizard will do this. Tools, Rules and Alerts in Outlook
2003, or Tools, Rules Wizard in previous versions of Outlook.
