Is there an Office Document Format Conversion API?

Hi,

I would like to create a very simple tool to interchangeably convert between
Office 2007 and 2003 document formats (excel / word etc).

Is there a stand-alone lightweight API that exists to do this or do I have
to interface through a thick client?
