Is Unicode server-dependent?

Thanks if anyone can help on the question.

I understand that there are a few ways for making a Unicode page, but not
sure if that requires the server (or anything else, such as server
extensions) to have the same capability for the user to read a Unicode page.

Also, if the database (e.g. MS SQL 2000) have Unicode and the fields have
been set up as Unicode as well, will it still require the server to have the
same in order to develop and view the Unicode page?
