JPG format not supported by Office clipboard?

I could not understand why graphic (JPG) files were not being pasted into
HTML Outlook messages but were, instead ATTACHED. Then, when I right-clicked
onto an open JPG file, the message "Item not collected. Format not supported
by Office clipboard." popped in in the System Tray. Why is a such a common
file format not "clippable"? How do I configure the Office Clipboard to
accept JPG files?

Sorry about the misunderstanding, but I'm pretty certain I indicated I could
NOT EVEN GET BEYOND the point of copying the open JPG file onto the Clipboard
so that it then could be PASTED into the message to be forwarded. I've
already been through saving the file (SAVE AS), then going through the INSERT
PICTURE. That also resulted in a duplicate file (same name) added to the list
of attached files.

You open a NEW HTML format Email, Click at insertion point<VERY
IMPORTANT . Click on Insert, Click on Picture, Click on Browse, Select
picture, Click Open, Click OK. NO HTML=NO INSERTED file.
