JPG wont open in Outlook

I am using Outlook 2000 - Exchange 5.5 Server on Windows XP. When I try to open a JPG (attachment) it throws the following error, "System resources are critically low. Close some windows." I can save as... the JPG file and open it from saved location without any errors.

Nothing has changed except for regular Windows XP updates.
