jpg's not displaying if attached to message in OLK 2003

When I get a message with a .jpg attached, and click on it, I get a prompt "The system cannot find the file specified"
I have looked for the storage path (tools|options|mail setup|data files) and got to the .pst file, but cannot tell if the .jpg even made it to the inbox. Is there another reason why oytlook would not downolad the .jpg (or store it in another folder)? the message was NOT blocked, the sender is on my list of OK senders.
